​What is a supplemental levy?
A supplemental levy may run for up to 2 years.  It requires a 50% majority to pass.  Money from a supplemental levy can be used for operation and / or building expenses.  
Plant Facilities Levy?
​
A plant facilities levy may run up to 10 years in length.  It can only be used to generate money for building expenses.  They require a 55% majority to pass. The funding is generated annually to the district after taxes are assessed.
School Bond?
School bonds function like a loan.  Bonds are sold on the open market, the district gets the entire balance up front, and then pays the debt back annually.  Bonds must pass with a super-majority margin (66.7%). 
​History of the Oneida School District Supplemental Levy:
The Supplemental Levy first began in July of 2010.   This was put into place to replace cuts in state funding.  It has been used to support the basic program i.e. staffing, materials, buildings.   In 2010 the 2-year levy of $350,000. was requested.   This same levy amount was again presented and passed in 2012 and 2014.  In 2016 the levy amount was dropped to $325, 000.   This was also supported by the community.   This year, March 2018, the proposed levy amount will be dropped again to $290,000.  It is important to note that passing this levy will not increase taxes (it would be a decrease in the current amount) in that it will renew the levy which is already in place.  The district has continued to work toward fiscal balance.    In Idaho, supplemental levies have become a standard to assist in local school district fiscal needs.  This past year 93 of 105 eligible school districts and charters had supplemental levies in place.
​Purpose: 
The purpose of a supplemental levy is to support basic maintenance and operations of services of the school district.  In the Oneida School district the made effort to become less reliant on this supplemental levy –  the proposed amount is $60,000. less than the original levy.  This levy allows the district from potentially cutting certified and classified staff, purchase of curriculum materials, student travel, and other critical services.    With levy support we can continue to maintain the quality of our current programs. 
PLANT FACILITY LEVY 2018 – 2028
It is the recommendation of the Oneida School District’s superintendent and supported by the Oneida School Board that the District to authorize a School Plant Facility levy for the amount of $120,000. annually for ten (10) fiscal years beginning July 1, 2018 and ending June 30, 2028 

History:  The Oneida School District has had a School Plant Facility levy in place for the past 50 years.   This levy has been $120,000.   It is important to note that passing this levy will not increase taxes in that it will renew the levy which is already in place.  A Plant Facility levy can run for up to 10 years and is used to generate money for building expenses.   It requires a 55% majority to pass.   Historically these funds have been used for building repair and maintenance. 

​Purpose:
  The levy is very important to the operation of the District.  Our buildings must stay as current as possible in repairs and maintenance.  Our newest building, the middle school, is 20 year old.  As any structure, there are repairs and upkeep.   We have been fortunate to have good buildings.  Yet, it has been very difficult to keep our buildings up to code.  Without this levy it would be challenging to keep up with building needs and repairs.   This year we will continue our rotation of roof repair.  Our big project will be the repairing and sealing of the parking areas of the high, middle, and elementary schools.  Other areas of need include restroom/plumbing repair (elementary),  boiler and steam pipes (elementary), Cement walk ways, sport fields, building envelope (elementary), playground safety concerns (elementary),  painting, upgrades to Stone facility,  Bell and schedule system (all schools), water proof exterior walls (high school).
